Empire State Development (ESD) is New York State's chief economic development agency. The organization promotes economic growth across New York through loans, grants, tax credits, real estate development, and targeted assistance to businesses and communities. ESD operates as the parent organization of the New York State Department of Economic Development and the Empire State Development Corporation. The agency also oversees the state's tourism marketing and film incentive programs.
