Vermont Housing & Conservation Board

About Us

The Vermont Housing and Conservation Board is a state agency founded in 1987 that pursues a dual mission of creating permanently affordable housing and conserving agricultural lands, forests, natural areas, and historic properties across Vermont. VHCB works through a statewide network of nonprofit and private partners, providing grants, loans, and capacity funding to support affordable housing development, farmland conservation, forest stewardship, historic property restoration, and energy efficiency projects. The organization leverages state resources with federal funds and private investment to address interconnected challenges including housing affordability, economic stability, and land preservation in rural communities and downtowns.
