Virginia Housing is a self-supporting public agency created by the General Assembly in 1972 to expand affordable housing access across the state. The organization does not rely on state taxpayer dollars, instead raising capital in the capital markets and reinvesting a significant portion of net revenues into community housing needs.
Virginia Housing operates across multiple business lines: mortgage lending for first-time homebuyers, financing for multifamily apartment communities, neighborhood revitalization support, and administration of the federal Housing Choice Voucher and Housing Credit programs statewide. The agency also provides free homebuyer education, housing counseling, and accessibility modifications for seniors and people with disabilities. Virginia Housing works through public-private partnerships with local governments, developers, lenders, and community organizations.
