Role Summary
FHLBank Pittsburgh is seeking a Senior AHP Specialist to support the Affordable Housing Program (AHP) and other community-focused products within the Community Investment department, which manages seven affordable housing and community development grant and loan products.
This role leads critical processing, analysis, reporting, and customer service functions for these products.
What You’ll Do
- Review grant applications for the Affordable Housing Program (AHP), including analysis of proposed projects involving tax credit financing and other complex real estate transactions
- Ensure proposed projects meet regulatory and policy requirements and determine project feasibility based on underwriting criteria
- Underwrite funding transactions for approved AHP projects and perform compliance and monitoring functions throughout the AHP project compliance period
- Review and approve other Analysts’ recommendations for AHP project disbursements and post-completion reports, as authorized
- Lead certain components of AHP operations, including monitoring and required data reporting, ensuring data integrity and timely submission of reconciliations and reports to the FHFA, Board, Bank Management, and other stakeholders
- Handle transaction analysis, qualification determinations, commitment and disbursement of funds, and related file management
- Develop new databases for Community products and interact with Information Systems on the development and maintenance of product information systems
- Participate in business strategy and policy development to ensure regulatory compliance and recommend policy decisions based on data analysis
- Participate in meetings of the Affordable Housing Advisory Council, Board of Directors, and Bank management, and support development of the Affordable Housing Program Implementation Plan
- Participate in the development and implementation of new products and special assignments
- Recommend program and operational changes and analyze Community Products to determine customer and project profiles
- Provide customer service and technical assistance to member financial institutions, housing developers, and stakeholders regarding program parameters and eligibility
- Ensure compliance with applicable policies, procedures, and regulations
Required Qualifications
- Bachelor’s degree in Finance, Business, Economics, Public Policy, Urban Planning, or related major, or equivalent experience
- Five or more years’ experience in banking, housing, or economic development, with at least four years in affordable housing (a graduate degree in a related field may substitute for one year of work experience)
- Ability to underwrite complex real estate transactions
- Excellent analytical, communication, and administrative skills
- Experience with Microsoft Office, including Word, Excel, Access, and PowerPoint, and the ability to create and modify databases and complex spreadsheets
