NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability, and resiliency programs that comprise a $6 billion capital projects portfolio—one of the largest in New York State—as well as a range of activities related to property modernization and strategic asset management.
A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, financing and project delivery models, partnership with NYCHA residents and stakeholders, and program and project management of capital investments.
Role Summary
NYCHA is seeking a Chief Asset & Capital Management Officer (CACMO) who will report to the Chief Executive Officer and serve as a core member of the Authority’s executive leadership team.
The CACMO is responsible for strategic leadership, oversight, and day-to-day management of the Asset & Capital Management Division, the Office of the CACMO, and the Authority’s capital projects portfolio. The role also ensures coordination with internal divisions and external stakeholders and addresses high-priority requests related to the division’s work.
The CACMO is supported by the Deputy CACMO, a senior advisor, analytical program managers, stakeholder liaisons, and six vice president–level direct reports.
What You’ll Do
- Provide thought leadership on division-wide strategies, priorities, change management, and performance management.
- Lead regular touchpoints and reviews with executives, senior A&CM staff, and programmatic teams to maintain focus on goals, objectives, performance, and continuous improvement.
- Provide direction to staff preparing outputs or briefing materials to support engagement within or on behalf of the division.
- Represent A&CM in key internal and external meetings and address major issues.
- Ensure high-priority requests and coordination needs from the CEO’s Office, external partners, and other NYCHA executives are addressed.
- Oversee internal, NYCHA-wide, and external communication from the Office of the CACMO.
- Maintain engagement with staff, community groups, elected officials, and interagency partners.
- Identify and coordinate implementation of policy, procedural, and systems improvements across A&CM departments.
- Oversee and coordinate the work of direct reports across cross-functional teams within the division.
Required Qualifications
- A baccalaureate degree from an accredited college or university.
- Five years of full-time paid experience in an administrative, executive, or consultative capacity in a large public housing agency, or a satisfactory equivalent.
Preferred Qualifications
- A bachelor’s degree in a relevant field is required; a master’s degree is preferred.
- Minimum of 12 years of progressive experience in government, business strategy and operations, management consulting, housing finance and development, capital projects management, or a related field.
- At least two years of experience in a responsible consultative, managerial, or executive capacity.
- Strong technology skills, including Microsoft Office Suite, construction program/project management software, data visualization and analytics tools, and productivity tools, including emerging artificial intelligence tools.
- Knowledge of the U.S. Department of Housing and Urban Development, New York State, and New York City regulations related to public and affordable housing, with prior experience in public or affordable housing considered a strong plus.
