About the Employer

The Housing Authority of the City of Los Angeles (HACLA) is responsible for providing affordable housing and related services to residents of the City of Los Angeles. The agency owns and manages a real estate portfolio that includes public housing and supports the development, redevelopment, and repositioning of housing and community assets across the city.

Role Summary

Reporting to the Chief Strategic Development Officer, the Director of Development plans, implements, directs, and oversees activities related to the Housing Authority’s real estate portfolio. This includes acquisition, disposition, financing, development, redevelopment, and repositioning of assets.

The role provides leadership and oversight for the Development Department’s participation in infrastructure and community development projects, including mixed-use and mixed-income redevelopment of large multifamily sites. The Director of Development also oversees department-wide financing strategies and leads community outreach and stakeholder engagement related to development efforts.

What You’ll Do

Assume full management responsibility for all Development Department services and activities, including affordable and market-rate housing development, rehabilitation programs, and associated infrastructure, community, and economic development projects.
Manage the development and implementation of departmental goals, objectives, policies, budgets, and priorities; establish service and staffing levels; and allocate resources accordingly.
Monitor and evaluate service delivery methods, procedures, workloads, administrative systems, and internal reporting relationships; identify opportunities for improvement and direct implementation of changes.
Structure real estate development deals and compile, analyze, prioritize, and recommend projects based on detailed pro formas.
Represent the Development Department to HUD, other Housing Authority departments, public officials, and outside agencies; explain and defend departmental programs, policies, and activities; and negotiate and resolve sensitive and complex issues.
Select, train, motivate, supervise, and evaluate Development Department personnel; coordinate staff training; and implement discipline and termination procedures as needed.
Plan, direct, and coordinate departmental work plans through subordinate managers; assign projects and programmatic responsibilities; and review and evaluate work methods and procedures.
Manage and participate in the preparation and administration of the Development Department budget, including forecasting funding needs and monitoring expenditures.
Coordinate Development Department activities with other departments, outside agencies, legal counsel, and third-party consultants; provide staff support to executive leadership and the Board of Commissioners; and prepare and present reports and correspondence.
Participate on redevelopment, real estate, and housing-related boards and commissions; attend professional meetings; and remain current on trends in real estate, urban planning, redevelopment, and affordable housing.
Prepare funding applications, including low-income housing tax credit, bond, and market-rate applications.
Review real estate loan financing and coordinate development and acquisition of housing units or land through dedicated funds or bond financing.
Conduct field inspections to determine project feasibility, assess rehabilitation needs, and oversee design and quality standards for developments.
Lead community stakeholder and tenant meetings and respond to sensitive citizen inquiries and complaints.
Perform other related duties as assigned.

Required Qualifications

Ten years of progressively responsible experience in housing and real estate planning and development, including at least seven years of administrative and supervisory responsibility.

Preferred Qualifications

Knowledge of and experience with Choice Neighborhood Initiative (CNI), Rental Assistance Demonstration (RAD), and other HUD development processes.

Required Criteria

Graduate degree from an accredited college or university with major coursework in real estate, architecture, engineering, urban planning, finance, business administration, or a related field; or
Bachelor’s degree combined with twelve or more years of experience in housing development, real estate development, planning, business, finance, or a related field.
Educational requirements may be waived based on a compelling portfolio of experience.

Compensation & Benefits

Salary range: $182,667.55 – $266,483.80 annually

Anticipated hiring pay scale: $210,000 – $250,000 annually

The posted salary is an estimate of potential annual pay. Final compensation will depend on qualifications and experience.
