Role Summary
The Director of Affordable Housing Compliance is responsible for designing, leading, and continuously improving the company’s compliance program for Section 42 Low-Income Housing Tax Credit properties, related affordable housing funding streams, and other affordable housing regulations.
As the role responsible for ensuring occupancy and affordable housing compliance across the organization’s portfolio, the Director of Compliance provides strategic direction, supports scalable growth through robust policies, partner training, and quality assurance processes, ensures regulatory compliance, drives performance standards, and fosters a culture of accountability and excellence across leasing and compliance functions.
The role requires a deep understanding of affordable housing compliance, risk management, and regulatory requirements. This position leads a team of compliance professionals and works closely with development, legal, asset management, accounting, tax, and finance teams to ensure consistent regulatory compliance across property operations and financing. The Director also sets expectations and deliverables for property management companies and other occupancy and leasing partners.
What You’ll Do
Regulatory Compliance Management
- Set overall compliance strategy and property-level compliance standards across the portfolio
- Ensure adherence to LIHTC, HUD, Section 8, HOME, and other affordable housing programs
- Provide strategic leadership to compliance and leasing teams within property management partners
Team Leadership
- Manage and lead a high-performing team of compliance professionals
- Define roles, workloads, and quality expectations
- Provide coaching and performance management
- Foster a culture of accuracy, accountability, and continuous improvement
Compliance Program Development
- Develop and implement compliance policies, procedures, and tools
- Ensure alignment with local, state, and federal affordable housing regulations
- Continuously update programs to reflect regulatory changes
Training & Education
- Lead the development and delivery of compliance training programs
- Train internal staff, property managers, and external partners
- Ensure stakeholders remain current on regulations and policies
File Audits & Monitoring
- Design and oversee a risk-based internal compliance audit program
- Conduct periodic reviews of resident files, certifications, and rent restrictions
- Engage third-party audits and inspections as required
- Collaborate with property managers to resolve audit findings
Transactions Compliance Support
- Review and approve compliance components of acquisitions and resyndications
- Support lease-up compliance strategies for new projects
Liaison With Regulatory Agencies
- Serve as the primary point of contact for regulatory agencies
- Facilitate external audits, inspections, and compliance reviews
Risk Management & Mitigation
- Identify property-level compliance risks
- Develop mitigation strategies in partnership with the legal department
- Integrate compliance protocols into the organization’s broader risk framework
Reporting & Regulatory Updates
- Provide regular compliance and risk reports to senior leadership
- Maintain tracking systems to monitor ongoing compliance
- Stay informed of regulatory changes and communicate updates to stakeholders
Required Qualifications
- Bachelor’s degree required
- Minimum of 8–10 years of experience in LIHTC and affordable housing compliance
- 3–5 years of experience in a leadership role managing a compliance team
- Experience leading and developing compliance teams within a multifaceted housing organization
- Strong understanding of federal, state, and local affordable housing, fair housing, and tenant-landlord laws
- Proven track record navigating audits and regulatory inspections
- Excellent analytical and communication skills
- Strong organizational skills and attention to detail
- Ability to manage multiple projects simultaneously
- Proficiency with affordable housing compliance and project management software (e.g., Yardi, RealPage)
Preferred Qualifications
- Advanced degree or relevant professional certifications in housing, real estate, or compliance
- Experience in a multi-state, multi-program portfolio
- Experience in a fast-paced, growth-oriented environment (e.g., private equity-backed or large nonprofit owner)
- LIHTC Certification and/or additional housing certifications (HCCP, COS, or equivalent)

Compensation & Benefits
Base Compensation Range
- $165,000.00 to $185,000.00 annually
- Actual compensation may vary based on location and experience
