Role Summary
Mark‑Dana Management is seeking an experienced Affordable Housing Compliance & Training Specialist to support the Virginia affordable housing portfolio. All assigned communities include Low‑Income Housing Tax Credit (LIHTC) units, with layered programs that may include USDA Rural Development and HUD Project‑Based Section 8. This role blends technical compliance expertise with a strong training and coaching focus. Beyond file reviews and regulatory accuracy, the Compliance Specialist plays a key role in strengthening long‑term compliance practices by partnering closely with onsite teams through education, guidance, and hands‑on support. The ideal candidate brings a people‑first, service‑oriented approach to compliance—someone who understands that sustainable compliance success is built through trust, consistency, education, and accountability. Rather than functioning as an enforcement role, this position leads by supporting and empowering onsite teams. Candidates must reside in Virginia or Texas. Preference will be given to Virginia‑based candidates or Texas candidates located near Houston, TX, the corporate headquarters.
What You'll Do
- Maintain and update income limits, rent limits, utility allowances, and gross rent schedules
- Review and approve move‑in certifications prior to execution
- Review and approve annual and interim recertifications prior to renewal
- Conduct ongoing file audits and compliance reviews; document findings and corrective actions
- Provide clear, timely compliance guidance and training to onsite management teams
- Support monthly, quarterly, and annual reporting to state agencies, USDA RD, and HUD
- Advise properties on documentation standards and preparation for audits, inspections, and reviews
- Research, resolve, and document certification errors and compliance discrepancies
- Create and maintain recertification tracking tools and spreadsheets
- Respond to compliance‑related desk tickets and inquiries
- Process EIV reports, transmissions, and special claims, where applicable
- Research and resolve compliance issues within Yardi; coordinate corrections with Regional Property Managers
Required Qualifications
- High School Diploma or GED
- Minimum 3–5 years of affordable housing compliance or property management experience
- Strong working knowledge of LIHTC
- Experience with Yardi, USDA RD systems (MINC), and HUD systems (TRACS, EIV, HUD Secure Systems)
- Valid driver's license
- Ability to travel up to 25%, as business needs require
Preferred Qualifications
- Experience with LIHTC, USDA RD, and/or HUD Project‑Based Section 8
- Experience working with layered affordable housing programs
- Familiarity with state agency audits, MORs, or RD reviews
- Multi‑state affordable housing compliance experience
- Previous onsite experience (Leasing Agent, Assistant Manager, Property Manager)
- Demonstrated ability to train, mentor, and support onsite teams
- NCHM Certified Occupancy Specialist (COS) or equivalent
- Housing Credit Certified Professional (HCCP) or equivalent
- Training from a nationally recognized affordable housing compliance program
Compensation
$49K–$70K annually, based on experience, certifications, and portfolio complexity. Final pay reflects demonstrated affordable housing compliance expertise, knowledge of layered programs, and the ability to support and train onsite teams effectively.
