Role Summary
Bell Properties is seeking an experienced Compliance Director to lead its Affordable Housing Compliance Department. The role oversees all compliance operations across the company's affordable housing portfolio, ensuring full compliance with CTCAC, HUD, TCAC, HOME, LIHTC, Section 8, and related programs. It owns compliance strategy, supervises compliance staff, conducts portfolio audits, and serves as the company's subject-matter expert on affordable housing compliance.
What You'll Do
- Lead and manage the Affordable Housing Compliance Department
- Supervise, mentor, and develop Housing Compliance Specialists and other compliance personnel
- Develop, implement, and continuously improve company-wide compliance policies and procedures
- Ensure compliance with federal, state, and local affordable housing regulations, including CTCAC, HUD, HOME, Section 8, LIHTC, Fair Housing, ADA, VAWA, LEP, and California housing regulations
- Oversee property compliance audits, tenant file reviews, physical inspections, and reporting requirements
- Monitor regulatory changes and implement operational updates to maintain compliance
- Conduct internal compliance audits and prepare corrective action plans
- Advise Regional Property Managers, Property Managers, leasing teams, and executive leadership on compliance matters
- Review certifications, recertifications, income calculations, utility allowances, and compliance documentation
- Coordinate responses to agency audits and inspections
- Serve as primary liaison with regulatory agencies, housing authorities, investors, syndicators, and ownership groups
- Review management and regulatory agreements for compliance obligations
- Prepare executive reports on portfolio compliance performance and risk assessments
- Develop compliance training programs and conduct ongoing staff education
- Investigate compliance violations and recommend corrective actions
- Support property acquisitions, lease-ups, and due diligence from a compliance perspective
- Travel to assigned properties throughout California as needed
Required Qualifications
- Minimum 10 years of affordable housing compliance experience
- Minimum 5 years of supervisory or management experience overseeing affordable housing compliance operations
- Extensive experience managing LIHTC (CTCAC), HUD, HOME, and other affordable housing programs
- Portfolio experience: at least 6 LIHTC/CTCAC properties, each 10+ units, each managed for a minimum of 3 years, with at least 2 active CTCAC developments
- Strong knowledge of Fair Housing laws, HUD Handbook requirements, CTCAC regulations, IRS Section 42, the TCAC Compliance Manual, VAWA, ADA, and LEP guidelines
- Demonstrated experience leading regulatory audits and agency inspections
- Experience with Yardi, RealPage, Boston Post, or similar property management software
- Excellent leadership, organizational, analytical, and communication skills
- Valid California driver's license and reliable transportation
Preferred Qualifications
- Bachelor's degree in Business Administration, Real Estate, Public Administration, Finance, or a related field
- Certifications: CPO (Certified Professional of Occupancy), NCP (National Compliance Professional), TCS (Tax Credit Specialist), NAHP-e, or CPM (Certified Property Manager)
