About the role: A South Jersey affordable housing operator seeks a Senior Regional Property Manager to oversee affordable housing operations, support consistent procedures and manage the financial and compliance performance of the portfolio.
Responsibilities
- Lead Property Managers and main office compliance and leasing staff.
- Oversee occupancy, rent collection, recertification compliance and resident satisfaction across the portfolio.
- Prepare annual budgets and USDA Rural Development budget submissions with the Accounting Manager; manage to budget monthly.
- Ensure compliance with USDA RD, HUD, PHA, NJ DCA and fair-housing requirements, including the NJ Fair Chance in Housing Act. (All applicable local, state, and federal regulations).
- Help set achievable goals and measurable KPIs, and work toward meeting them.
- Write and enforce standard operating procedures for leasing, collections, recertifications and resident relations.
- Partner with the Head of Maintenance on unit turns, inspections, capital projects and reserve requests.
- Deliver a monthly operations report to the President covering occupancy, delinquency, recertifications, work orders and budget variance.
- Implement RealPage for optimal utilization
Experience and Qualifications
- 5+ years of multifamily property management, including 2+ years supervising multiple sites or managers.
- Direct USDA Rural Development multifamily experience (Rental assistance) is required.
- Hands on experience with RealPage or Yardi.
- Working knowledge of HUD Section 8 (vouchers and/or project-based) and NJ landlord tenant law.
- Budgeting and financial-statement skills; strong Excel.
- Certifications preferred: CPM, ARM, SHCM, COS or TCS.
- Based in or near South Jersey; valid driver's license and reliable vehicle.
