The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents. Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.
Role Summary
The Deputy Director of Housing Development oversees all aspects of the Division of Housing Development, which manages a privately-owned affordable and mixed-income rental and ownership housing portfolio of approximately 140,000 rental units and 120,000+ homeownership units, representing over $10 billion in EOHLC investments. The Division manages 18 to 20 key funding programs including the federal Low-Income Housing Tax Credit (LIHTC) program, the federal HOME program, the federal Housing Trust Fund, and eight to ten state bond programs. The Deputy Director assumes all duties of the Undersecretary of Housing Development in their absence and provides supervision to the LIP Director, Manager of Supportive Housing, and Manager of HOME Programs/Special Projects.
What You'll Do
- Assume all duties of the Undersecretary of Housing Development in their absence
- Oversee the development and ongoing maintenance of the OneStop+ application system and workflow platform
- Coordinate and oversee evaluation of pre-applications and full applications for rental and homeownership funding through EOHLC and quasi-public review teams
- Oversee staff involved with 80 to 100 subsidy loan closings each year and track subsidy commitments and expenditures by program
- Oversee compliance monitoring work involving EOHLC subsidy staff and compliance contractors
- Provide supervision to the LIP Director, Manager of Supportive Housing, and Manager of HOME Programs/Special Projects
- Oversee and coordinate all work related to the MassDocs closing system
- Manage the Local Initiative Permit (LIP) program, HOME Program, and housing programs providing supportive housing to people with disabilities and populations with special needs
- Oversee the Housing Development Incentive Program (HDIP) for market-rate units in Gateway cities
Required Qualifications
At least six (6) years of full-time or equivalent part-time professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration, or clinical management, of which at least two (2) years must have been in a supervisory or managerial capacity, or any equivalent combination of experience and education substitutions.
Education substitutions may offset required experience as follows: a certificate in a relevant or related field may substitute for one (1) year; a Bachelor's degree in a related field may substitute for two (2) years; a Graduate degree in a related field may substitute for three (3) years; a Doctorate degree in a related field may substitute for four (4) years.
Preferred Qualifications
- Knowledge of many aspects of rental housing including pre-development, development, management, compliance, and asset management
- Knowledge of federal programs such as LIHTC and HOME
- Knowledge of real estate housing finance
- Knowledge of aspects of homeownership housing
- Knowledge of multi-family rental or homeownership funding
- Excellent oral and written skills
- Knowledge of sound management practices in large organizations
- Ability to serve in leadership position within a large organization
- Direct experience in affordable rental housing as a public or private lender
- Direct experience in affordable homeownership housing as a public or private lender
- Experience working with vulnerable populations
- Direct experience supervising staff in a large or medium entity
- Prior responsibilities related to significant commitments and expenditures of private or public funds
Compensation
$109,765.96–$169,628.22
Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division's Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.
