Role Summary
This position directs and provides innovative, strategic leadership and oversight for the planning, designing, financing and structuring of public-private partnerships; and management of capital investments and transit-related development projects on MARTA's owned and adjacent properties.
What You'll Do
- Direct and provide strategic leadership for planning, designing, financing and structuring of public-private partnerships and transit-related development projects
- Develop and implement long and short-range transit-oriented development (TOD) strategies and programs to support the Authority's vision, goals and strategic plan
- Support agency-wide capital improvement plans, policies, and procedures in collaboration with the Executive Management Team and MARTA Board
- Represent the Authority in local, state and federal matters ensuring compliance with regulatory requirements and serve as the Agency's Managing Authority for professional service contracts
- Oversee operating and capital budgets for the Department of Real Estate and Asset Management, including staff budgeting, budget performance monitoring, project budget requests, financial performance analysis, and 10-year project forecasts
- Work in close partnership with External Affairs and other departments on financial and stakeholder project status reporting
- Direct the Authority's preparation of preliminary studies and assessments to identify profitable land use opportunities; develop requests for proposals and negotiate contracts for transit-related development projects
- Oversee preparation of real estate cost estimates, property acquisition, rights-of-way acquisition, relocation activities, property disposition, appraisals, and management and leasing of MARTA property
- Implement, organize, and manage retail development and concessions activities for MARTA's 38 train stations
- Cultivate external relationships with local groups, organizations, professional associations, and business partners on transit-related development opportunities
- Manage the department and directly or indirectly supervise directors, managers, professional, technical, and administrative employees; hire, develop, and evaluate subordinate personnel
- Perform other related duties as assigned, including Transit Ambassador assignments
Required Qualifications
- Bachelor's degree in real estate, business administration or a related discipline
- Minimum of thirteen years of professional management-level experience
- At least six years of direct senior-level management experience
- Thorough knowledge of contract development, negotiation, and administration
- Knowledge of federal procurement regulations and guidelines
- Knowledge of federal, state and local regulations governing property acquisition and sale
- Knowledge of standards of real property valuation and real property tax structures
- Demonstrated success in structuring and closing real estate transactions in both the private and public sectors
- Knowledge of community planning and economic development at the local and regional levels
- Knowledge of principles and mechanics of transit-oriented development, transportation policy, and the integration of transportation, land use and urban design
- In lieu of a degree, directly related experience as described above may substitute on a year-for-year basis
Preferred Qualifications
- Master's degree
- Demonstrated success in establishing and maintaining public-private partnerships
- Real Estate License and/or Certified General Real Property Appraiser license from State of Georgia
