Role Summary
The Senior Development Director is responsible for leading a deal team on executing all functions of affordable housing development with a focus on financial analysis, due diligence, policy research, site selection, entitlements, and overall management of the development team/process from inception through permanent loan conversion, 8609s, and handoff to asset management. Familiarity with Texas affordable housing marketing is a plus.
What You'll Do
- Work with the VP of Real Estate Development and VOA Affiliates to determine strategic direction in geographic target areas and align VOANS housing development with affiliate goals
- Develop and maintain strategic relationships with elected officials, brokers, developers, property owners, city staff, and other key stakeholders
- Research affordable housing policy and local funding sources for opportunities
- Track market trends, comparable properties, competitive landscape, and local affordable housing dynamics
- Source land opportunities, recommend sites for development, and negotiate Letters of Intent and Purchase & Sale Agreements
- Lead internal teams and outside consultants (architects, engineers, environmental specialists, market analysts) to complete due diligence, design, and permitting
- Perform financial analysis using Microsoft Excel
- Lead rezoning efforts to obtain entitlements where necessary
- Lead and complete financial applications for various funding sources including tax credits, tax exempt bonds, project-based vouchers, CDBG funds, tax exemptions, and local soft funds
- Engage and direct legal counsel in formation of new entities, closing documents, board resolutions, and other legal documents
- Manage equity and debt relationships and interface with external partners
- Prepare DRC/RELC/VOANS board applications and present them to committees for internal project approvals
- Lead application and closing processes including equity, debt, soft funds, and due diligence closing checklists through closing
- Complete development close-out requirements through permanent loan conversion and 8609s
- Lead responses to RFPs and RFQs
- Identify partnership opportunities with other developers and housing authorities when strategically beneficial
- Manage construction in conjunction with the Construction Manager and Owner's Representative
- Oversee construction loan, equity, and soft funding partner draws with the accounting team
- Facilitate transition from development to operations for interdepartmental teams including property management, accounting, asset management, and local affiliate staff
- Organize and execute groundbreaking and grand opening events
- Work with accounting, asset management, and compliance to ensure funding compliance requirements are completed on time
Required Qualifications
- Bachelor's degree
- At least 8 years of related experience and/or training in affordable housing real estate development and housing finance, or equivalent combination of education and experience
- Excellent project management skills and experience
- Ability to work independently and keep flexible hours
- Ability to travel up to 15% of the time
Preferred Qualifications
- Graduate degree
- Experience leading project teams and closing at least one LIHTC transaction
- Familiarity with Texas affordable housing market
Compensation
$140,000–$150,000
